I'm having the same problem. Did you ever find a solution?

I solved my issue using the following walkthrough.

My issue was IIS user rights.

    Verify user rights.
    1. Run gpedit.msc
    2. Expand Computer Configuration | Windows Settings | Security Settings | Local Policies
    3. Select User Rights Assignment in the left-hand pane
    4. Double click on Adjust memory Quotas for a Process and Replace a process-level token and verify that NETWORK SERVICE is listed
Note: If the "Add User or Group..." button is disabled, it is possible that this policy is locked by a domain GPO (group policy object) which will require an assessment of domain GPOs.
    5. Restart the IIS Admin service to update any changes

I just wanted to reply so that every one knows what i did.  This was left kinda of open.

Basically I tried everything that was said and nothing worked what so ever.  I spent a good 4 hours.  I then went into add and remove programs and repaired it.  It said it was updating it.  So i believe it downloaded an update and the reinstall actually updated it.  Now it works 100%.
