Although I am sure this is outside of the scope of this forum, and it is most likely a Microsoft issue, here goes nonetheless. I did not look up your issue or said solutions, but what you should try, is retrieve your Windows CD/DVD.
What you should try is a "system file checker".
From a command prompt, with the CD/DVD in the drive type the following:
"sfc /scannow" It might take a bit of time, depending on your installation and may require you to reinstall some updates, as this will restore original forms of the DLLs to your system which are required for functioanlity.
Technically, the problem description above indictes that the "Internet Protocol Routing Manager Dynamic Link Library" has some invalid or rewritten entries and thus cannot perform the way it is expected to and or is calling files/applications that no longer exist or have moved.
It is alot faster than rebuilding the whole system.
