Can you please try to re-import the Filestore to see if it is successful? There is a known issue with HP's SSM utility which had issues with processing the Filestore the very first time. In subsequent attempts, it works. Please post your results.
Also, the assumption is that these softpaqs were part of 'Download HP Health Scan Softpaqs'. This inherently means that HP Instant Support identified known issues on your supported systems ( which have HPCM agent installed) and has deemed that you need to push out these softpaqs.
There are times when Admins may manually download softpaqs from HP's web site and place them into the Filestore and process it. However, those softpaqs are not for the machines in your environment. Keep in mind that HPCM's Softpaq Delivery Wizard will only display softpaqs applicable for the supported systems.
