Problems opening "New Hire Request Workflow"

I am trying to open the New HIre Request Workflow project in Workflow designer and am running into some problems. When I attempt to open the project iget the message "Deployed projects cannot be opened". Any ideas?

Ok, so now the project is opening. I would still like to know what's up with that.
