If on SEP 12.1, than yes you can install PTP on the server. What SEP version?

PTP is not fully supported for severs on 11.x but it is for 12.1

    KB article regarding SEP 11.x

Proactive Threat Protection (PTP) definitions are current, but its status remains OFF on systems running Windows Server 200x, Windows 7 or a 64-bit version of Windows XP

If you are on SEP 11.x PTP will be by default disabled if it was installed:

Proactive Threat Protection status shows "OFF" in the client interface

    http://www.symantec.com/docs/TECH104987

NOTE: In Symantec Endpoint Protection 11.x and 12.x Small Business Edition, TruScan (also known as Proactive Threat Protection, or PTP) is not compatible with any version of Windows Server operating system. Symantec recommends omitting TruScan/PTP when installing the product on these operating systems; if installed, the product status will be displayed as OFF.

If you are already on SEP 12.1 PTP will work without issues.

PTP is not supported in 11.x version on Servers. If it availalble in same version then remove.

If you are using 12.x then it will supported.

    How to install?

Go to Add or remove program.

Right click on Symantec Endpoint Protection.

Select the Change option then Next and go to modify.

Change the status of Proactive Threat Protection as "Entire feature will be installed on Local Drive"

    Then Next adnd Finish.

Note - This modification will be required the restart and hopefully after restart firewall service will be enable, so check the status of firewall service before restart and modify it as old.

In Simple words, Proactive Threat Protection is disabled on the computers that run supported Windows Server operating systems. So not recomended.
