I am currently getting this error "Qextract CLIProxy.dll not registered" when trying to use the Qextract tool to extract the .vbn file from the the quarantine.
Does anyone know hwo to correct this issue or if there is an alternative way to decrpyt the quarantine files.
You are doing this on the client which has a file in quarantine, correct? Out of curiosity, can you temporarily disable Auto-Protect, run the tool again and see what happens. You can enable auto-protect again once done.

Which version of SEP are you running? Some releases of that unsupported Qextract tool do not work with some files.
