    Why do I see in my logs an action "quarantine" where in fact I set all of my actions as log only in my SEPM and assigned it in all of my groups. This is for my testing if my SEPM followed my log only actions.

    Once again you double check for all types of detection you set the action as log only for both administrator defined scans and for auto protect.For administrator defined scans it is in edit scan-->action for each and every type of detection you have to select log only.
    For  auto protect  in action tab you have to set for each and every type of detection you have to select log only.This you have to repeat for mail protection components also and try..

    Try creating a new policy and assign it to the desired client group after ensuring that you have complied to the suggestions given by Arvind
