Do you have Installed Norton Internet security product ?

What SEP feature do you have installed ?

have you check traffic log regarding team viewer being blocked ?

You don't need to restart system,Disabled SEP services and check working or not.

See this thread and Brian comments you need to allow TeamViewer Port in SEP firewall

If you have SEP installed, Norton shouldn't be installed. Typically teamviewer is not blocked by SEP (also referred to as Norton by teamviewer).

You can check your firewall log to determine if that's the case but teamviewer uses 80/443/5938 so makre those are allowed.
