Does the server installed with Symantec Endpoint Protection Manager need a clients install (Symantec Endpoint Protection)?

yes, client need to be installed on windows server to protect against malwares, apply ADC policy.

SEPM is just the manager it does not protect the system.

Yes, you need to install a sep client on the SEPM. The SEPM does not provide protection.
