This issue has been solved. See solution.

My tape's down again (Dell PowerVAult TL2000). Been running fine for a week and all of a sudden I get this:

"Ready; No idle Devices are available"

Whats the best way to troubleshoot this?

Your drive might be offline

Your drive might be offline or not able to communicate with BE. Check in the device manager to see if the powervault is getting detected fine. You can also try power cycle the server and the library once to see if it comes fine if it doesn't we might need to check the device for any issues
