Receiving "Not installed for the current user" errors when opening virtualized Office 2003

After packaging Office 2003 and testing successfully on multiple machines, I tried importing and activating the vsa on a production machine.  When tring to open Word, I received an error regarding Macro Language Support not being installed.  After I clicked ok four times to get that error to disappear, I received another error stating the program was not installed for the current user.  The program then shutdown immediately after I clicked ok.  On the same PC, I also received an error using a virtualized package of Office 2007 saying the PC didn't have enough memory or hard drive space, when I know it had plenty.

What could be causing these errors?  I had tested these successfully on other Windows XP machines previously......I'm not sure why these would be so different.  Here is some more detail on what I did:

Test Machines (Successful)
OS: Windows XP SP2
Memory: 1 GB

Production Machine (Errors)
OS:  Windows XP SP3
Memory: 2 GB

Steps:
- Uninstalled Microsoft Office 2003 Standard from machine (base)
- Installed Software Virtualization Agent 2.1.3071 and rebooted
- Imported Microsoft Office 2007 Professional Plus SP2 and ran copyfonts script to copy fonts to base
- Imported Microsoft Office 2003 Standard SP3 and ran copyfonts script to copy fonts to base
- After errors appeared, I tried rebooting, which did not fix the problem.

What on the machine could be so different to cause these errors?  I have seen the "Not installed for current user" error when attempting to virtuailize Visio 2003 (which I have not gotten to work yet), but not on anything else.  Is this a common error to see?....or is it common to only see errors on certain machines?
