On a related note one of my colleagues had a hard drive crash recently and re-installed PGP 10.0.1. He can send PGP encrypted emails to me without problem but attempts to send emails to addresses outside our company are failing.
From Outlook he gets back:

Looking more closely at his PGP log I'm seeing the following:

Any thoughts on what's wrong and how to fix this?
The PGP key of the intended recipient is listed in PGP Keys, is verified, and the subkey allows for its use for mail/messaging.
