This issue has been solved. See solution.
What all licenses do we require to have GRT backups and restores on Actove Directory(AD).
Does it require database license?

The NetBackup Application and Database Pack license covers agents for the following databases and applications:

will restore -- where there is a Will there is a way
AD is part of the Shadow Copy Components of the AD controller - and GRT is just an option you have when backing up to disk ... but ... the licensing guide does say that you now need an "Application and Database Pack" to do AD backups so i am afraid you do
Hope this helps
