Regarding standalone management servers

One of our client has brought 700 licenses for Symantec Endpoint protection. Currently installed licenses are 400 with one management server.
He wants to install another management server without replication at another site. Will the same license keys work on another SEPM.

Are you setting up as a failover/load balanced server?
If not, the new SEPM will also use those 700 licenses so there is no way to use only 300. The servers would need to talk to one another so they can share licenses and keep count.
