    I wish to identify the groups that are assigned a specific policy.
    What is the relationship of groups to assigned policies in the SEP V11 database?

    If you go to the 'Reports' area, choose the following:
    Report Type: Audit
    Select a Report: Policies Used.

    The report created does a good job of displaying the policies and what they're assigned to.  This may get you what you need.

    I need to query the database directly.  I have external activities that are sync to PCs assinged specific policies.

    Though it says it is for MR3 this is the most current publicly available schema information and the basic table information should not have changed significantly.
