Remote Agent Utility Popup Window

On a terminal server the "Symantec Backup Exec Remote Agent Utility" popup window shows for all users.
Q1: If that program is closed is the agent still running? I'm guessing yes
Q2: Does the checkbox "Start the Remote Agent Utility every time you log on" disable for all logons? I'm guessing no
Q3: So how DO you disable the utility for all logons?

A suggestion from the peanut gallery: I see references here to vxmon being the executable for this. What about permissioning it so only admins have rights to it?
For that matter, why not some way to actually keep it from popping up for all users on terminal/citrix servers, or any other computer for that matter?
