We have a group of computers on which an installer package including Network Threat Protection was used.  It appears to be causing problems.  Is there a way to permanently remove the Network Threat Protection portion of SEP from the management console?

You can assign a new package to only remote NTP. Keep in mind a reboot will be needed. See this KBA on how to do so:

How to add or remove features to existing Symantec Endpoint Protection (SEP) client installations

Is there a way to indefinitely disable the feature?  I know I can disable it temporarily, but a reboot enables it again.  The thinking here is that if we disable it for a while, then we can upgrade to version 12 and at that time push out the new client.  (I am assuming that the checkbox to "Maintain existing client features..." will still be a present in the v 12 console, and we'll be able to leave that unchecked.

    Yes.

In SEPM, go to Clients page >> select the group you want to disable for >> Policies tab >> under Location-specific Settings click on the link next to Client User Interface Control Settings

A New box will come up, click Customize

Uncheck "Amount of time before re-enabling Network Threat Protection"
