Had this problem on my test Enforce system and thought I'd share. I have only a hazy relationship with certificates and needed a quick fix so I didn't get the "There is a problem with this website's security certificate." prompt when I accessed the console.
Basically, when you encounter it (IE9):
1. Click 'continue to this website'
2. Next to the address box, there is a red cross warning you cert is invalid. Click this
3. Click View Certificates
4. Note that it needs to be in Trusted Root Certification Authorities store. Click Install Certificate.
5. Wizard opens. Click Next on welcome page, and choose the "Place all certs in the following store" radio button. Click browse, and choose the Trusted Root Certification Authorities folder.
6. Click next, then Finish. Close and reopen browser, this should now be warning free.
If you want to remove this certificate, run mmc.exe in the Start/Run box, add the Certificates snap- in (Current User) and you can find the localhost certificate there. It can be removed as required.
