This is the only supported way (without consulting engagement):
You can decommission the media server, then remove NBU software.
Perform hot catalog backup on master server and shutdown.
Next, rename old media server to same hostname as existing master. Best to change IP address as well. Reboot to confirm new hostname and IP.
Install master server software to same path as original master.
Restore catalog.

thanks for your useful answers.these answers always helping me finding the best solution. I understand from you that this is the only way to replace the master server, but here i will lose the old master forever .we need to run media server at the time when master down, then rerun the master server when the problem will be fixed.
note : about my activity related to restore from DR, Iam facing some problem,so kindly review the post comment and advice please,,
The only way to have a 'standby' for your master is to cluster it, or to provide an offline, standby master with up to date replicated catalogs.
The is no way to 'promote' a media server when the master is down and 'demote' again when master is back up.
Failover cluster will provide you with solution if master is down.
Only consulting partner can convert non-clustered master to clustered master.
