Restrict task view to certain users

I'm implementing a change management system, and would like like to restrict the viewing of certain tasks to the the CIO ony.  I can set up incident queries to query on the current_worker_id, but I'd like to set up an advanced condition in the task itself, to show the task when the worker id is a certain value.  Has anyone had success with this sort of approach?
