Rights to modify activation/deactivation of VSP

This issue has been solved. See solution.

The SWV 6.1 SP1 documentation states that to modify a VSP, a user must generally be a member of the local administrators group. However, rights to activate / deactivate a VSP can be granted using registry keys:

The documentation is incorrect about the activate key and unclear about the the deactivate key.

Users with have read access to the HKLM\System\Services\FSLX\Parameters\FSL\Rights\Activate key can activate VSPs.
Users with read access to the HKLM\System\CurrentControlSet\Services\FSLX\Parameters\FSL\Rights\Deactivate key can deactivate VSPs.

Probably this should be HKLM\System\CurrentControlSet\Services\FSLX\Parameters\FSL\Rights\Activate  and HKLM\System\CurrentControlSet\Services\FSLX\Parameters\FSL\Rights\Deactivate.
These keys don't seem to exist in the standard setup. Should they be created?

Well spotted.

Yes, the keys need be added. By default non-admin users cannot activate/deactivate layers.
