rman error - no storage units available for use

Below are the Rman error logs.

What could be the issue here.

RMAN-03009: failure of backup command on arch_backup_sbt4 channel at 02/23/2013 08:02:57
ORA-19506: failed to create sequential file, name="OCFP_0223_log_to_346529_162501", parms=""
ORA-27028: skgfqcre: sbtbackup returned error
ORA-19511: Error received from media manager layer, error text:
   VxBSACreateObject: Failed with error:
   Server Status:  no storage units available for use

Message is clear, right?

You now need to check Activity Monitor for Job Details.

So, have you checked status of Storage Units?

What type of Storage Unit you are using ? Also provide output of below commands, and what NBU version are you using, OS type of master and media server.

<install-path>/netbackup/bin/admincmd/bpstulist -U
<install-path>/volmgr/bin/tpconfig -d
<install-path>/volmgr/bin/vmoprcmd

You first of all need to find out what is wrong with DD or with network connection to DD.

-changestate & -state (UP|DOWN) options?

What is the systax for this?

I am not near a system to check/test the command.

ok.Should i check the physical connectivity with the DD box?(storage server)

Have performed any steps to confirm network comms? Even a simple ping of DD Storage Server hostname?
Checked if problem is with one media server or all media servers?
DD node is online and healthy?
