This issue has been solved. See solution.

Hi, I am running SEPM 11.0.5 on Windows Server 2008.

When I log in to Windows Server 2008 as a limited user (non-administrator). I notice that I am not able to run the Management Server Configuration Wizard.

Logged into the SEPM Console and the first 3 tabs are not working. Not able to view any reports or logs.

However, I am able to perform all the functions when I log into Windows Server 2008 using an administrator account.

I looked through the documentation and did not find any documentation stating that Windows administrator rights is required to manage the SEPM console.

Can Symantec confirm that Windows administrator rights is needed for proper operation of the SEPM product?

This must be related to the permissions set for the logged in users. Run the testsec utility and look at the logs.

I am sure it will help.

The server editions of

The server editions of Windows are also going to have more IE restrictions.  The first 3 tabs are all heavily reliant on IE.  Adjustments to the IE security settings should allow it to work better with limited user rights.
