Control pannel/language & regional standart/format/[Select the appropriate format for you.]

for some reason in the log still spell "авг"

Let me have a look as the dev team seems to have similar issue with locale.
I have opened a ticket with our dev team, as it seems to be CS having issue to change locale. Let you know how it goes.
