As I know that symantec antivirus services are in stop stage when system is in safe mode, so is their any way to start the symantec service or getting update that clients?

You can try to RUN safemode with networking or update manually..

Safe Mode is for the troubleshooting purpose any SEP policy not working in safe mode.

I have also raised the forum which is related to staartup the service in safe mode but I have not get any solution.

Hopefully you need to update the same manually otherwise diasble the safe mode option

Yes, You can't automatic update SEP in Safemode.
