What are you installing to? Is it one of the hardware appliances, or is this a virtual machine? If virtual, what version of ESX or ESXi are you running?
I would try to download the OS restore image again just to make sure that it was correct. You should be able to burn the image to a single CD. They try to run through the restore again.
