Not sure but just a thought - is the EAFRCliManager service running? and is the EAFRCliStart.exe process active?

Do you use Appsense or any other similar tool or even madatory profiles?

You can try to reinstall the software packages for encryption on this machine.

Use this command msiexec /fvamus "UNC Path to Framework msi"

msiexec /fvamus "UNC Path to Hard disk msi"

Same issue.  EAFRCliManager services is running (This is also in the registry correctly and starts when PCs boots normally).

Did a reinstall of MSI's using:

    msiexec /i "msi location" REINSTALL="ALL" REINSTALLMODE="vomus"

Would like to decrypt before manually uninstalling to reinstall but can't.

I found this happened as appsense was blocking the loading of some parts of personality or a SEE config change was being applied.

If your not using appsense, check the users profile isn't corrupted and not loading.

We do not use appsense.  I've logged in as 2 different users (1 was a admin) and also as the local admin... no change.  Profiles do not appear to be corrupt.  Nothing has been changed in the msconfig, everything is set to normal and the service appears to be running.

What other troubleshooting steps can I take?

Saw this once or twice. You will have to decrypt using the recovery CD then reinstall. This is a corrupt install.

It could be .NET Framework 2.0 related, but we were never able to find a solution besides decrypt.

After working with support I now have this resolved.  I had tried what Arun above suggested but didn't seem to work.  Followed the steps below from tech and it worked.  I should mention that my first try to repair was remotely, the second time I did it manually from the pc.

"Below is a process I would like you to follow.  This should resolve the issue.

    1. Launch Task Manager (ctrl-alt-del > Task Manager).
    2. Kill the eafrclistart.exe process. This should not have an adverse
effect on the encrypted file system.
    3. The system should now shut down.
    4. Boot the machine up again.
    5. Run “msiexec /fvamus <see_package> /L*vx repairsee.log” where
<see_package> is the framework, fulldisk and removable storage installers
    as appropriate.
    6. Run the above command for all installed SEE packages.
If the issue occurs again, you will need to do the following:
    1. Backup important data.
    2. Decrypt the system.
    3. Uninstall SEE components.
    4. Run “chkdsk /F /R”
    5. Reinstall SEE.
