Many times installation issues cause this problem.
Try this command to reinstall the packages.
msiexec /i "{path}Framework.msi" reinstall="ALL" reinstallmode="VOMUS"
msiexec /i "{path}Harddisk.msi" reinstall="ALL" reinstallmode="VOMUS"
If it still persists ,
Check the logs under Tech logs at client machine. C:\Program Files\Symantec\till client folder.
