I've made many attempts to even get theSEP_INST.log to be generated. I've disabled UAC, created a local administrator account, and built a deployment without a single exe.  See attached SEP log.

    Your install log shows

    -- DECABI_LOGGING --   LiveUpdate registration failed. (HRESULT=-2147221164)

Follow this article for the above error

Installation rolls back, and log reports LiveUpdate registration failed

    http://service1.symantec.com/support/ent-security.nsf/docid/2007101706330348?Open&seg=ent

    That is delete
    C:\Program Files(x86)\Symantec
    C:\Program Files(x86)\Symantec Endpoint Protection
    C:\ProgramData\Symantec\LiveUpdate

Then install Lusetup.exe reboot your machine then again run the SEP install.

I followed all those steps and my installation still rolls back on Windows 7 64 bit.  Any other ideas?

In which stage you are facing the problem now?
    Whether liveupdate is getting installed?
If it is while installing SEP
try by using cleanwipe (this you can get from symantec support team) first  and install SEP(remember to install liveupdate first)
    or
Remove any existing entry created by SEP and install once again (remember to install liveupdate first)
Below doc can help you in this
How to manually uninstall the Symantec Endpoint Protection client from Windows Vista, Windows 7, and Windows 2008 R2 64-bit

I went through that entire document.  I only ended upo having a couple keys to delete out of all those files and keys!  I rebooted back into normal mode, then loaded liveupdate...then rebooted...then tried SEP again....didn;t work.  It rolled back during the install saying it was being interupted.  Any ideas?

In the latest SEP_INST.log search for return value 3 and paste 10-15 lines just above it...

    Navigate to
    HKLM\SYSTEM\CurrentControlSet\Control\Session Manager.
    and locate
    PendingFileRenameOperations and rename it to
    PendingFileRenameOperations2
and then try to install SEP again

I renamed the file, and it would not let me re-run the install without rebooting again so i did, then reran the install, it rolled back, checked the registry and that renamed key value is gone with the original one there again.
