I need your advised about my case

I going to deploy SEP 11.x with diagram bellow.

SEP Manager will be installed at Sites C with MS SQL 2008 Express.

1. Network administrator at Sites C have full permission
2. at Sites A and Suti B only have read their SEP Client (such as : monitor, read report,....

Please give to me your advised and related document if any

SEP 11.x is end of life. I wouldn't deploy this. Any reason you need to?

May be you can explain him that SEP 11 has reached EOL, there is no point in implimenting it in on such a large scale when you cant get support for it

You can install SEPM on all three sites and they can talk to DB, replication method

First of all you can install the SEPM 11.x in the main site then after that deploy the package at current site and after that deploy the packages on other 2 sites
