Sep 12.1 on XP Embedded issue

Hi Guys,
I am in the midst of a very strange problem. We have about 3000 xp embedded clients being upgraded from SAV to SEP 12.1. We are currently testing the installation of the package we created but are having issues. The installation is rolling back.
The installation log (attached 433) gives errors of being unable to start service SymEFA. There is a singular KB article on Symantecs website (in Korean) relating to this error, saying its missing FLTMGR. This is entirely possible as these endpoints have had things removed from the XPe build. After following said article, which essentially is to copy 2 files into system32 and system32/drivers + relevant reg entried, its giving another error (attached, 42c)
This is where I am stuck.

All write filters are not enabled.
This has something to do with SymEFA not starting when installation happens, I was just throwing it out there to see if anyone has had a similar issue. This seems like a very rare occurance.
