With the newest release installed I am just now noticing that the SEPOutlookAddin.dll is missing in Program Files (x86)\Symantec\Symantec Endpoint Protection\12.1.671.4971.105\Bin. I have been pushing out the updates with SEP management console, it looks like only some of the installations are missing this .dll. I have already tested running a repair but the .dll is still missing afterwards. Is this something I can simple copy / paste and then manually enable in outlook?

Have you Enable Microsoft Outlook Auto-Protect ?
How many system having problem ?
Verify you have the component install first via add/remove programs. It could be missing because the component is not even installed.
You need to enable via AV policy >> Microsoft Outlook Auto-Protec
Check the box in the policy to enable.
Good call _Brian, on my workstation the outlook scanner is not present, do you know why its installing sometimes and not others? I now have to check about 70 workstations whether or not the .dll is missing and than manually go in and run a change to add this feature that should've been installed on the first pass when the systems were updated. This kind of sucks but I apprecaite you pointing out the location of where to go.
All depends on what package was installed on the machine...it could've been missing it from the package that was installed on these.
BTW, you can push a new package to add only the Outlook component if needed, see here:

I took a look at the link you posted and it looks like the Outlook featuer is already enabled to be installed as part of the package. It looks like I am going to have to manually change individual installs (touch every computer missing the .dll).
Unless you think I can add a new client install feature with just the outlook.dll and it will install the missing feature.

You should be able to add only the outlook plugin using the instructions in the link I posted
