Within a single domain, are you able to assign admin priviledge by group?

User only, there is no option to create groups within the SEPM.

I mean within a domain, can you assign permissions for certain admins to access certain groups?

Yep, just switch to the domain you want (Domains tab >> select the domain and click Administer Domain)

Go to that user under the Administrators tab and make them a Limited Administrator.

From here select Manage groups and click Group Rights

Assign whichever permissions you want for that specific group for the admin
