SEP Client constantly scanning

This issue has been solved. See solution.
I have a client that constantly scans. It never seems to stop unless I shutdown the machine. Once I restart, it starts scanning again. Is there any way to tell what it is scanning or if it is stuck in a loop? This happens with both 11.0.4 and 11.0.5. The hard drive is encrypted but not sure if that matters or not. Doesn't seem to be an issue with other hard drives that are encrypted.
Any thoughts would be appreciated.

check this registy key and see how many scans you find here.
HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Symantec Endpoint Protection\AV\LocalScans

Uninstall SEP deleting above KEY (if exits)
Install SEP should fix the issue.
