This is generally caused due to the corrupt registry entries for Symantec.
Please take a BACKUP of your registry before doing the following changes.
On the Windows taskbar, click Start > Run.
In the Run dialog box, type regedit and then click OK.
Navigate to the following registry key:
HKEY_CLASSES_ROOT\Installer\UpgradeCodes
Look for and remove any of the following values:
