Was there a previous version of Symantec on this system? What OS and version of SEP are you running?

See if this KB is helpful -

The installation of Symantec Endpoint Protection (SEP) client fails and rolls back around the point of registering with LiveUpdate

    Uninstall LiveUpdate from the server
    Reboot the server
Install LiveUpdate from CD1 (run the lusetup.exe)
    Install the SEP client.

    Uninstall Liveupdate(If it got installed)

In Windows Explorer, delete the following folders if they are present:

    C:\Documents and Settings\All Users\Application Data\Symantec\LiveUpdate

    C:\Program Files\Symantec\LiveUpdate

Install LiveUpdate using LUSETUP.EXE located in the SEP installation files, in the following folder:

    ...\SEPM\LUSETUP.EXE

    Reboot the server

After this try to install SEP client

    If above suggestion not helps
Try by using cleanwipe  tool which you can get it from symantec support
and try to install once again
