SEP endpoint SBE 12.1 RU1 unmanaged client install failed on XP SP3

Install SEP SBE 12.1 RU1 on XP SP3 as unmanaged client workstation.
Station previously installed NAV but cleaned with Norton Removal tool just right before NEP insallation.
Tried login or Runas administrator still failed.
Copied SIS_INST.LOG and SEP_INST.log below.
WindowXP application log indicated failed MsiInstaller with event code 11708. msi.dll is ver 3.1.4001.5512.

First you can use clean wipe tool and after reinstall sep client.

Waelhilal: Those registry values were not in my registry.
I have run the CleanWipe tool. I then rebooted and reran the install. After the install ran, I received a "Program Compatibility Assistance" dialog box reading
“This program might not have installed correctly.”
“If this program didn’t install correctly, try reinstalling using settings that are compatible with this version of Windows.”
The log was 111 pages, so I am only posting the ERROR and Warn portions. If you need the whole log I'll gladly post it.

I found another posting regarding the SYMTDI service failing. It suggests that installing via Remote Desktop and/or other installed antivirus programs could be the problem. I was installing via Remote Desktop. There were other antivirus, TendMicro OfficeScan, AVG and Super Anti Spyware, but they have all been uninstalled. I reran the CleanWipe tool and rebooted. I had the user run the install this time as Administrator instead of doing it myself through Remote Desktop. We received the same error:
