you can consider replication but there is no different console from where you can see all three individual SEPMs. This is something symantec is working on so that you can have all the Symantec products in one single console.

If you are having three regions and all the three can be replicated. Meaning they all share the same data. You can pull the report from Any one. This has to be done while installing new SEPM. if you try to do it now. it will overwrite the other.

If you have installed these as individuals then you can use the remote web manager to login to the other while you dont need to log in manually.

Yes, you can have one central server for managing these three SEP Management Servers.

In your case, have you already installed 3 SEPM's on the servers independently OR you are still in planning stage?

In case, you are in planning stage then you can choose to install 3 SEPM as Replication , then check these Articles:

Incase, you have already installed 3 SEPM independently, then you can consider installing Symantec Protection Center from which you can control

Symantec Protection Center (SPC) is a centralized security management application. It enables organizations to identify emerging threats, prioritize tasks, and accelerate time to protection based on relevant actionable intelligence. Protection Center uses a combination of process automation and security intelligence to enable users to remediate incidents and proactively protect key systems and information assets.

Install Symantec Protection Center other wise you create load balancing or replication partner.

if these servers are standalone, you need to have new architecture to make it central reporting server. else SPC or IT analytics is the other way to get the get the reports

You can have replication between three servers, by doing so we can login to any of the server and took the report .

or you can integrate three servers with IT analytics and took the reports.
