Can I use SEP Mgr to push def updates to clients running both SEP 11.x and NAVCE 10.x?
We are in a budget crunch and can't push out the SEP client to all seats until the next fiscal year.

Unfortunately at this moment in time, SEPM will only update SEP clients, not SAV or NAV.
You can use SEPM to report on your SAV infrastructure and installing SEPM on your SAV primary server will not affect it - it will continue to manage your SAV clients, just don't install SEP client on it!
That means you could essentially run SEPM and SAV together on the same server and slowly migrate your SAV clients to SEP if required.
