This issue has been solved. See solution.

I'm getting an exception in my backup logs pretty regularly, and from different servers:

Backup- \\Server.domain.com\System?State VSS Snapshot warning. File c:\program files (x86)\symantec\symantec endpoint protection\smclu\setup\smcinst.exe is not present on the snapshot.

Based on the path and file name, this appears to be a SEP file, somehow related to liveupdate.  Is this a file that is downloaded and then deleted shortly thereafter?

So, at this point, it's a known issue with SEP, and there is no fix available except to manually delete the registry key after every live update runs.  Does that about sum it up?
