I had similar issues. in the end I upgraded the server and consol. I created a new group called upgrade group. I used the upgrade groups with package feature to add the 32 and 64 bit exacutibles. Under the group install package properties I set the start and end time of upgrade schedual to be the same time. I then moved 10 clients into that group. I used the run command on clients/update clients. I waited 30 minutes and refreshed. Any PCs not upgraded (4/60) I went to and ran the update policey option on the computer. I then moved the computers back to the correct group and repeated until all were done.

And just to rant, what a total waste of my time, I feel cheated, but it worked better than anything support had to offer. They were stumped when we exported a new install package for 4014 and installed directly on the client and even though the interactive setup claimed to work the client was still running the old version and are investigating. Incredibly disaponted no discount from Symantec on my renewal after a year of this junk program causing hours and hours of wasted time and system disruption.
