separate custom message for malicious and unknown files in Download Protection Settings

This issue has been solved. See solution.

Is there any way to create a seperate notification message for malicious files and unknown (but possibly safe) files? Ideally, I want malicous stuff blocked all together, but give the user the ability to accept and download an file that it does not know about but that the user is confident is safe. It seems that I can only create one message and it must fit all scenarios. 

 

Is there any way to meet it half way?

There is no granularity for this. It is an all or nothing deal and no way to set for what you suggested above.

If that is the case, then based on my current settings (see photo attachment)

 

any malicious risk will be quarantined. If the quarantine fails, it is left alone. The user will have no options to allow or bypass the block I set in place.

 

If a file is unknown or unproven, they are prompted. However, the prompt messag they see will be the same one that those who try to get something malicious will see.

 

Is that a correct interpretation?

That is correct.

Just make sure to close the lock icon so users cannot change the setting on their client. Unless you want them to...
