SEPM 11.0.2010.25 Installation fails on Windows 7 SP1

Hello,
One of my customers is running SEPM 11.0.2010.25
On installing SEP on Windows 7 SP1, every time the installation wizard stops with this message ;
"Symantec has detected that there are pending system changes that require a reboot, please reboot the system and return the installation."
Is this a compatability issue ?

This version is not supported. This is a really old version.

For Win7 SP1, you want to at least install 11 RU7.
Which versions of Symantec Endpoint Protection are supported on Windows 7 SP1 and Windows Server 2008 R2 SP1?
Symantec Endpoint Protection 11.0 Release Update 7 (RU7) and Symantec Endpoint Protection 12.1 or higher is supported on Windows 7 SP1 and Windows Server 2008 R2 SP1.
