Im getting Liveupdate Error Code 4 

I try to do http://www.symantec.com/business/support/index?page=content&id=TECH104721 but that doesnt work 

Can you post the LiveUpdate.log?

Try to execute the luall.exe manually - what error do you see reported here?

Issue is occuring on SEPM machine or at SEP client?

SEPM & SEP client version?

Liveupdate error code 4 is very commonly seen if liveupdate is failing.

Can you pass on log.liveupdate file?

You can try to reinstall liveupdate.

If you are using proxy make sure to set it in SEPM under admin servers tab.
