Seems more like an issue unrelated to SEPM. Is this machine fully patched?

this server has windows  lisensed ..

Hi,

This can occur due to a system level security policy lockdown.

Ensure that scrrun.dll is present in %systemroot%/system32.

To make sure it is registered with the OS, run the following command line:
    regsvr32 c:\windows\system32\scrrun.dll

Also, register wscript again with the command line:
    wscript -regserver

Testing Purpose Can you you try different system or server .if same issue occured may be installation media not proper.
