Just a clarification. If I have SEPM 12.1.3 and need to upgrade clients to 12.1.4, SEPM needs to be upgraded to 12.1.4 as well, right?

Ideally and best practice-wise, YES
12.1 can manage all versions including newer clients so it's not a hard requirement. But yes I would get both on the same version if possible.
