SEPM Failure / GUP still able to function as a GUP?

When a SEPM fails and is down, can a GUP still function as a distribution point to its local clients?  From a document I read today, the process by which the communication between a GUP and a SEPM happens, the client initiates communication directly with the SEPM, which provides any policy changes, and provides the client with the info that an update is required and THEN the client communicates with the GUP. 

 

If the SEPM fails, is the client going to go to the GUP and be able to retrieve updates??

The client to GUP comms will still work without a SEPM.

The GUP to SEPM comms are gone so it will not get any new updates.

 

You can also distribute content using liveupate servers or third party content management.

A central Liveupdateadmin server and then remote repositories on http, ftp, or unc shares works nicely in some situations.
