    The service is already running

    C:\>net start w3svc
    The requested service has already been started.

    and the administrator has full control  to the registry entry

    I checked the link for 2003 and I have followed all what is described there ( setup IIS and SQL Client - the server will run on a nother host )

    What role are you refering to specifically ? Anything else I can check / run ?

    Uninstall IIS ( if u dont have multiple sites hosted ) 
    delete related folders
    Reinstall It after  reboot; try installing SEPM

    looks like IIS admin service and www services does not exist or have not started, can you check the same?

    Are you installed IIS 7 on your server or it is using default IIS(6) ?

    It is the default IIS 6.

    Is there anyway to increase the log level ?

     What is your login?
    It almost appears like you don't have permissions for it to verify the launch conditions.
    Login as the local admin and run the install.
