This issue has been solved. See solution.

Trying to install SEP Management 11.6 on a SBS 2003 server.
-Server has SAV 10 and SSC
-Install rollsback
-Yes, I do get the LUCHECK.exe returned 206
-Yes I uninstalled AMS
-Yes I uninstalled Live Update
-Yes I deleted the Live Update folders
-LiveUpdate does not show up in add/remove programs
-When I try installing LU from the SEP CD I get popup "The installed version of Live Update on this system is already up-to-date"

Something different I have not seen posted yet:
The server also has Sym. Mail Security for Exchange 5.x I think. I upgraded that to the Information Security SMSMSE 6.5. During the install of that I got a message popup box saying:
"Error 1904.module e:\program files\symantec\SMSMSE\6.5\server\SAVFMSELU.dll failed to register. HRESUL -2147220473 contact your support personnel"

The rest of theinstall went O.K. until the end when it asked if I wanted it to run LU and I said yes. It failed and I didn't snip a picture before I said O.K., but it said something about it not being able to check because the version of LU that was installed.

I went into SMSMSE and ran LiveUpdate Certified Definitions and it says it's running. I changed pages, came back and tried running them again but it says they're already running. There is a process named SAVFMSELIVE.exe running, not sure if that's the process or not.

So to wrap up:
I cannot install SEPM because LU is jacked.
I was unable to install LU
It seems as if LU is installed, but not showing in add/remove and it seems like it is running in SMSMSE.

If someone has a real answer for these issues

Delete C:\Program

Delete C:\Program files\Symantec\liveupdate
C:\doc and set..\all users\application data\symantec\liveupdate
reboot your machine
then try installing SEP

I have seen this posted

I have seen this posted already and had already tried this, which is why I posted in my original question I had deleted live update folders.
Thanks,

With LiveUpdate in place,

With LiveUpdate in place, make the following change to the DCOM settings for LuComServer:

Click on Start
Select Run
Type: dcomcnfg
Expand the Component Services
Expand Computers
Expand My Computer
Expand DCOM Config
Right-click LuComServer and select Properties
Click on Identity tab,
Select the "This user" option and  choose a Local Administrator account.
NOTE: use the Browse button if necessary; the account name must be prefixed by machine name to be recognized.

Click OK,
Restart the computer
Retry the Symantec Endpoint Protection Manager installation.

Try installing Windows

Try installing Windows Installer Cleanup Utility and see if Liveupdate is listed in there, if it is you can remove it from there.

Hi OmahaMCSE, You may try

Hi OmahaMCSE,

You may try this

Open CMD --- navigate to the folder where you have LUSETUP.EXE  and type the following command
lusetup.exe -u -a and then press enter which would remove the Liveupate from the server

then go ahead and follow the steps as Vikarm mentioned
"Delete C:\Program files\Symantec\liveupdate
C:\doc and set..\all users\application data\symantec\liveupdate
reboot your machine
then try installing SEP"

After that try to open Liveudpate settings from the control panel, if you can open it  then proceed with the SEPM installation, If you are not able to open the Liveudpate settings from the control panel, you may get an error message "0x000.,,,,,,

then go ahead and follow the steps as Prachand mentioned

"With LiveUpdate in place, make the following change to the DCOM settings for LuComServer:

Click on Start
Select Run
Type: dcomcnfg
Expand the Component Services
Expand Computers
Expand My Computer
Expand DCOM Config
Right-click LuComServer and select Properties

Select the "This user" option and  choose a Local Administrator account.
NOTE: use the Browse button if necessary; the account name must be prefixed by machine name to be recognized.

Click OK,
Restart the computer
Retry the Symantec Endpoint Protection Manager installation."

Thank you

I will be trying the other options suggested a.s.a.p. (which actually means hopefully in the next few days) and will reply back with results.

We have a winner!

Gentlemen,
The fix this time was brought to you by Raja Mohammed-
lusetup.exe -u -a

When I ran it it looked like it unregistered and removed some settings. I was able to install LU from the SEP\tools folder successfully without a reboot, but I ran lusetup.exe -u -a again and rebooted just to be sure. I was able to make it all the way through the SEP management setup.

Thanks everyone!

-Joel
