This issue has been solved. See solution.

After an upgrade to SEPM 11.0.7000.975 i want to export packages. Versions.txt says client version should be 11.0.7000.975, but i see that new packages are 11.0.7000.0 actually. Is it ok?

Nothing to worry.

Hello,

You can check the version number after you deploy the SEP client on the machines.

Once, the SEP client is installed, simply Open the SEP client GUI and Click on Help and Support and then Click on About.

This would show you the SEP client Version number.

Hope that helps!!!

Yes, the About screen shows

Yes, the About screen shows the correct build number (11.0.7000.975) on the client. Probably a typo in SEPM listing.
